Catering services. In 2011 ESPO established a framework agreement for the provision of catering services for use by schools and other public bodies throughout the UK. That framework agreement was established following publication on 7.12.2010 of a notice in the Official Journal reference 10/S 237-362167. Based on the experience gained so far of operating that framework agreement, ESPO now intends to conduct a further procurement process to identify additional service providers who will be included in a supplementary but nevertheless separate framework agreement, which will be available to schools and other bodies wishing to appoint a catering services contractor. Whilst initially for use by local authorities served by ESPO, being a) Central Purchasing Body as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Central Government Departments and their Agencies; Registered Charities; Registered Social Landlords. The works will comprise the replacement of existing domestic gas, electric and solid fuel heating systems in approximately 2 400 occupied local authority houses along with associated electrical, plumbing and design works. Pre installation survey works (including surveys to check for the presence of asbestos) and gas / electrical testing will also be undertaken as part of the contract.

Grounds maintenance services. ESPO, on behalf of the Pro5 group of professional buying organisations, is seeking to establish a framework agreement with a number of contractors for the provision of grounds maintenance services for schools and other educational establishments (including academies). The key aim of the framework is to promote cost savings and create efficiencies by providing these organisations access to pre-approved contractors whom they may appoint using a simple and streamlined procurement process.
