Electricity supply to circa 120 half-hourly metered supplies consuming 3 100 GWh per annum.

The Contracting Authority wishes to establish a framework agreement for use by or on behalf of current and future eligible UK Contracting Authorities (and any future successors to these organisations). This includes, but is not limited to, the following:

Framework Agreement for Meter Operation Services and AMR service provision for Gas, Water and NHH Electricity usage. It must be noted by suppliers that all opportunities will be let competitively between those on the Framework Agreement and therefore inclusion on the Framework is no guarantee of business. Mini Tenders let under this Framework may be for one or more Lots. The Contracting Authority reserves the right to remove or suspend a Supplier from the Framework Agreement if issues relating to contract management are not addressed to the satisfaction of the Contracting Authority.

This Framework Agreement has been created for the supply of fixed term, fixed price half hourly (HH), non half hourly (NHH) and unmetered (UMS) Electricity. Offers were also invited for supply from fossil fuel generation and/or alternatively renewable sources.

Repair and maintenance services of electricity meters. Data collection and collation services. Meter reading service. Tenders are invited for Half Hourly Meter Operator Services and Data Collection/Aggregation Services. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement. Whilst initially for use by local authorities served by the Pro5 Group (a collaboration between CBC, NEPO, ESPO, YPO and the wider public sector), being Central Purchasing Bodies as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords.
