The Council wishes to enter into a Framework Agreement with a range of suppliers for the contract hire for range of vehicles, including cars, car derived vans, light and heavy vehicles and a range of specialist vehicles/equipment, including winter maintenance.

YPO are looking for Providers to be appointed onto a Framework Agreement for the Hire of Specialist Vehicles (With or without driver) use (e.g. refuse collection, waste management, road sweepers, gully emptiers, mobile libraries, welfare vehicles et al). For any local authority or public body throughout the UK. The hire period will be between 1 and 4 years. This framework may be utilised by any local authority or public body during the life of the framework.

The provision of hired vehicles without operatives for the following categories:

Motor vehicles. Specialist vehicles. Buses and Coaches. Road sweepers. Heavy-duty motor vehicles. Minibuses. Light vans. Tractors. Gritter vehicles. Utility vehicles. Gully emptiers. Refuse-collection vehicles. Vehicles for refuse. Winter-maintenance vehicles. Road-sweeping vehicles. Mobile library vehicles. Repair and maintenance services of motor vehicles and associated equipment. Mowers. Motor vehicles for the transport of goods. Pick-ups. Flatbed and Tipper trucks. Vans. Panel vans. Electric vehicles. Repair, maintenance and associated services of vehicles and related equipment. Motor vehicles for the transport of 10 or more persons. Patient-transport vehicles. Welfare vehicles. Electric buses. Crane and dumper trucks. Elevator-platforms trucks. Skip loaders. Special-purpose motor vehicles. Road-maintenance vehicles. Salt spreaders. Suction-sweeper vehicles. Sprinkler vehicles. Refuse-compaction vehicles. All-terrain vehicles. Off-road vehicles. The purpose of the Invitation to Tender is to create a comprehensive framework agreement with suitable Contractors for the supply of a wide range of commercial and specialist vehicles under contract hire (operational lease), predominantly with maintenance cover as an integral part of the vehicle hire package, although individual call-off requirements may arise from time to time during the term of this Agreement that requires the contract hire of vehicles without maintenance cover, which Contractors will also be expected to offer (Please note maintenance services cannot be provided independently, only in conjunction with a vehicle contract hire package). There is also scope (if required) within the framework agreement for the provision of vehicles on ‘contract purchase' or ‘buy and lease back' options. This tender does not include the outright purchase of vehicles, which is covered by other ESPO framework arrangements.

The hire period will be between 1 and 4 years. This framework may be utilised by any local authority or public body during the life of the framework.

A 48 month framework agreement (‘the Agreement'), for the acquisition of Cars, Light Commercial Vehicles, Heavy Goods Vehicles, Specialist Vehicles, IT, Copiers, Multi-Functional Devices, Plant, General Equipment and any other asset type an Authority might require. The Agreement will be used by the Council and may also be utilised by all other Local Authorities located in the United Kingdom.
