This ITT invites tenders for investment management and investment fund management advice to be provided to Lancashire County Developments Limited (LCDL) and its wholly–owned subsidiary Lancashire County Developments (Investments) Limited (LCDIL). The contract for the provision of the services will be with LCDL and LCDIL jointly. Contracting Authority requires the provision of investments management and investment fund management advice in respect of its investments in small and medium sized enterprises (SMEs) in Lancashire. The services sought are assisting the Contracting Authority with the identification and assessment of investment opportunities and the ongoing management of investments made in SMEs during the contract period and those in place at the start of the contract, and supporting and advising the Contracting Authority in advertising and marketing its investment activities. The key services sought are: Investment Appraisal – to assess the business case and carry out due diligence for each completed investment application and to inform the Contracting Authority of the conclusions of all assessments and due diligence (both those recommended for approval and those rejected, together with reasons/ development actions). Investment Management – to put measures in place to protect current and future investments and to optimise the economic, social and environmental benefits for the Contracting Authority. Partnership working – effective partnership working with Boost Business Lancashire, and other parties, to promote the Contracting Authority's investments and ensure timely and appropriate communication of management information (within constraints of commercial confidentiality and data protection). Evaluation, review and adaptation – recognition that the service provision detail may need to accommodate changes as business needs evolve , as well as guiding the Contracting Authority in meeting business needs and responding to requests from the Contracting Authority.
