Discharging the duties of a notified body as described in the Railway (Interoperability) Regulations (2006) and subsequent updates, including amongst other things: advising on the selection of verification assessment procedures; performing checks against technical specifications for interoperability and national notified technical rules where applicable; preparing and issuing certificates of conformity and compiling the technical file. It is anticipated that during the contract period the Railway (Interoperability) Regulations will be revised and introduce the requirement for duly appointed designated bodies to carry out assessments against national notified technical rules. Consideration will be given to extending the interoperability services to cover the duties of a designated body where the interoperability services provider demonstrates that that they have obtained the relevant accreditation. Consideration will also be given to extending the interoperability services to cover requirements for independent assessment pursuant to Commission Regulation 352/2009 covering the common safety method on risk evaluation and assessment.

The scope will include provision of sea-going vessels for operation in UK coastal waters, in particular the River Thames Estuary; - the transportation of excavated earthworks materials by the vessels from up to three Thames side wharves to Wallasea Island or any other similar designated sites; - management of the shipping movements, in collaboration with the operators of the wharves, to ensure that the stockpile capacities at the wharfs are not exceeded; - liaison with all appropriate maritime and local authorities required for the provision of the works and services; - the loading of the sea going vessels in collaboration with the operators of the wharves; - unloading, stockpiling, sorting and placement of acceptable excavated material to pre-designed profiles at Wallasea Island and any other similar designated sites; - offsite disposal and/or treatment of any unacceptable material transported to Wallasea Island or any other designated sites; - construction and modification of tidal structures at Wallasea Island; - the operation and maintenance of the jetty and offloading facilities at Wallasea Island or other designated site, including the possible provision of the conveyor or other offloading systems; - the design, upgrade or build, operation and maintenance of a Thames side docklands wharf(s) including ship loading facilities; - the sorting and segregation of materials for potential recycling and/or re-use at the wharf(s); - offsite treatment and/or disposal of any unacceptable material received at the wharf(s); - possible provision of similar transport services and earthworks operations at these locations for material arising from other projects. In accordance with Regulation 17 (f) of the Utilities Contracts Regulations 2006, Crossrail Limited may require the successful economic operator to carry out additional work or provide additional services which through unforeseen circumstances become necessary and cannot for technical or economic reasons be carried out separately from the original contract or could be carried separately but are strictly necessary to the later stages of the performance of the contract. In accordance with Regulation 17 (g) of the Utilities Contracts Regulations 2006, Crossrail Limited may require the successful economic operator to carry out new works which are a repetition of the work carried out under the original contract.

Provision of traction power system for the Central section of the Crossrail project.

The procurement of additional Excess Third Party Liability insurance relating to activities including but not limited to the development, enabling fabrication, construction, tunnelling, erection, installation, testing, commissioning, fitting out, trial running, systems integration, completion and subsequent operation of the Crossrail project. Services procured are for excess layers of insurance, claims handling services.

The HV Power Supply comprises of the design (based upon Crossrail's performance specifications and reference designs), supply, installation, testing and commissioning of the 22kV and 11kV non traction power supplies to Crossrail's Central Operating Section. The Central Operating Section comprises the Crossrail route between Westbourne Park and Pudding Mill Lane Portal and from Stepney Green Shaft to Abbey Wood. The non traction HV system is the sole provider of power to this Crossrail infrastructure with the exception of supplies to Connaught tunnel (provided by Others).
