A framework agreement, adopting rethinking construction principles, predominantly for construction related consultancy services and services ancillary to construction work. However, provision is also included for some services not in association with construction work in particular estates services and local authority planning services, there is also some provision for environmental services other than in relation to construction work. Principles of collaborative working and partnering will be key to the relationships under the framework. Construction related services may involve all or any stages of services including planning, feasibility, surveys, design/ project preparation, site supervision and also providing advice and project management services.

The Authority is seeking expressions of interest from suitably interested and qualified Providers who can provide Construction Design Management Consultancy (CDMC) to social dwellings, sheltered schemes and supported and special needs housing in properties owned or managed by the individual members (including future members) the Procurement For All Ltd Consortium in line with CDM Regulations 2007 (as amended) and The provision of general advice on Health and Safety matters affecting Social Housing.

The Contracting Authority intends to establish a framework agreement for all of Northern Ireland which will set out the headline terms under which a minimum of 5 and up to a maximum of 9 economic operators will be appointed according to their tender scores (as more particularly described in the tender documentation). Framework members will have the opportunity to tender for all of the work required in each of the geographic areas specified in the tender documentation in accordance with the terms set out therein and professional services contracts will be awarded for delivery of the services in those geographic areas in accordance with the terms of the tender documents and framework agreement.
