The organisations listed in Section VI.3 as Authorised users of the framework agreement to be awarded at conclusion of the procurement exercise begun by publication of this Contract Notice have requirements predominately within the East Midlands as that region is described at www.direct.gov.uk/en/Dl1/Directories/Local councils/index.htm. However, organisations which are Authorised users in other parts of the United Kingdom regions may also access and use the framework agreement to be awarded at conclusion of the procurement exercise begun by publication of this Contract Notice as described in VI.3.

Efficiency East Midlands Limited (EEM) in partnership with Central Housing Investment Consortium Limited (CHIC) and the Guinness Partnership are looking to procure the provision of grant funding for and undertaking of works by way of the installation or provision of render, cladding and other systems of external and internal solid wall insulation and associated or related or ancillary builders works to be carried out under HM Government's ECO funding programme pursuant to the Electricity and Gas (Energy Company Obligation) Order 2012 or other funding arrangements and/or other similar Government Carbon Saving or Reduction Incentive Schemes.
